NVCA express concerns over proposed industrial expansion in 5th Line

The PMC Film plant located on the 5th Line of New Tecumseth at the northwest corner of Tottenham has been abandoned for almost 13 years after the company pulled up stakes and moved its operation to Virginia.

There has been no activity at the site since the building was vacated. The plant produced rigid vinyl film and employed around 50 people when it was fully operational.

The building and property was purchased several years ago and there is now an application to sever a piece of land behind the plant to create a new industrial area.

The application has been deferred for three months after the Nottawasaga Valley Conservation Authority requested a delay after expressing concerns about the proposed development.

The reasons listed for the request include the concern the application is not consistent with Section 3 (Natural Hazard) policies of the Provincial Policy Statement 2020. There is no slope analysis (geotechnical study) that was submitted, and no planning analysis or technical study addressing the existing floodplain hazard on site was submitted.

The three-month deferral will give the current owner of the property time to address the concerns raised by the NVCA.

The proposed development would be on 2.4 hectare section on the south end of the property from the

5th Line bordering on the CP rail tracks behind McKnight Crescent in Tottenham, and stretch to the current industrial area on Industrial Road on the west side of Town.

Concerns have also been raised a new industrial area would increase truck traffic on the main roads in Tottenham.

There is also a proposal to build a large residential neighbourhood on property next to the planned industrial site area, with some residents opposed, however the two properties are owned separately and are not part of the same project.
