Sneaking in a user pay system

Dear editor:
The Waste Collection Calendar arrived today, an appropriate date ushered it in—April fools day 1st of April. With the usual spin and glitter, we the “County” sneaked in a user pay plan, the easy way, that all governments aim to cover up their fiscal inability to balance their books and save money. Very soon the tax payer is going to revolt and say “No more!” We are financially embarrassed, “poor as church mice.” In closing, who paid for the free skate that announced this latest tax grab?
