Request for Proposals is released for Stevenson Memorial Hospital

Stevenson Memorial Hospital and Infrastructure Ontario (IO), in partnership with the Ontario government, has announced that a Request for Proposals has been released.

This is part of the hospital’s journey to expand and revitalize the hospital. The new 147,100-square-foot facility will provide a modernized hospital for New Tecumseth and the surrounding communities and will accommodate a growing population.

“This is a very significant step in the hospital’s journey to build a much-needed new facility for our patients, staff and community,” said Eric Hanna, supervisor of Stevenson Memorial Hospital. “An incredible amount of work and planning has gone into this project over the years, and we are closer than ever to bringing a new, modernized, state-of-the-art healthcare facility to this growing community, providing high-quality healthcare close to home.”

Following the competitive Request for Qualifications process that began in August 2024, three companies were shortlisted based on the criteria identified, including construction expertise and financial capacity to undertake a project of this size and scope.

Teams that pre-qualified include: EllisDon Corporation, Ledcor Construction Limited, and Pomerleau Inc.

These pre-qualified companies will begin preparing proposals that detail how they will deliver the project through IO’s Design-Bid-Build (DBB) model. Key features of a DBB model include increased owner control over the project, as well as a high level of flexibility to respond to changing conditions and concerns.

Once submissions are received, IO and SMH will evaluate the proposals, select a preferred company and then negotiate a final contract. A fairness monitor will oversee the entire procurement process.

The final decision is expected to be announced in early 2026.

Preliminary site preparations are underway and will continue throughout 2025, including property grading, building retaining walls, a new parking lot and the construction of a new elevated helipad.

“Stevenson Memorial Hospital is a pillar of the community having served generations of families in and around New Tecumseth,” said Simcoe-Grey MPP Brian Saunderson. “This next step on the road to the construction of a new, expanded hospital is vital and will ensure SMH provides world-class healthcare to residents here in Simcoe-Grey throughout their lives.”
