Town of New Tecumseth Council has received a report with recommendations regarding the policy of upcoming use of automated speed enforcement (ASE) cameras.
The use of cameras is part of the Town’s plan to enhance road safety through the use of technology and promote compliance with speed limits.
Community Safety Zones are designated through a by-law passed by a municipal council to identify a section of roadway where public safety is of special concern.
The ASE must only be operated using devices that fully comply with the requirements of the ASE regulation made under the Highway Traffic Act.
It is recommended that the speed enforcement cameras be rotated and moved to different locations every three to six months. The rotation schedule may be adjusted in subsequent years as necessary.
ASE must only be operated in community safety and school zones with speed limits under 80 km/h that are designated by law and signed as required.
All camera sites must have signage indicating the posted speed limit. Warning signs indicating that drivers are approaching an ASE site must be posted. A 90-day warning period sign must be posted in advance of each ASE camera deployment to educate the public and raise awareness of the upcoming placement.
The speed limit for the site must be posted. The default speed limit cannot be used. ASE cameras should not be deployed within six months of a speed limit change.
ASE must not be used in school zones where the lower speed limit is signalled or communicated through the use of flashing beacons.
The cameras must not be used to detect motor vehicles travelling above the posted speed limit in transition zones. A transition zone is the area immediately adjacent to a maximum speed limit sign indicating a speed change from a higher speed to a lower speed, or vice versa.
All units must have a clear line of sight to the lanes they are monitoring and not be obstructed by objects such as on-street parking.
During the first year of the ASE program, units will be installed at various elementary schools in New Tecumseth in consideration of the high volumes of vulnerable road users including pedestrians and cyclists.
Site prioritization will be calculated based on the latest recommendations and guidance from the Ontario Traffic Council. This includes traffic volume, travel speed, pedestrian volume, and zone environment.
