Deputy mayor, councillor cleared of alleged conflict of interest in recent report

An Integrity Commissioner Report regarding a Municipal Conflict of Interest Act Application has cleared New Tecumseth Deputy Mayor Stephanie MacLellan and Ward 6 Councillor Nicole Cox of allegations of contravening the Municipal Conflict of Interest Act related to voting on land use planning matters.

The report was presented at the Town Council meeting on Monday, Nov. 17.

On July 8, 2025, the Integrity Commissioner received an application requesting an inquiry to determine whether Deputy Mayor MacLellan and Councillor Cox, referred to as ‘the members, ’ contravened the Act by participating in discussions and voting on matters in which they have an indirect pecuniary interest.

The application alleges that they have a pecuniary interest in land use planning matters affecting lands within the Town owned by a particular group of companies.

The allegations come from MacLellan and Cox’s involvement as members of a citizens group that was party to litigation involving a landowner.

The Integrity Commissioner Report states, “we have determined that the members did not have an indirect pecuniary interest in the matter considered by Council at its meeting on June 5, 2025, specifically the landowner’s application for a part lot control exemption by-law. As such, we find the members did not contravene section 5 of MCIA.”
